Cefic supports the ambition of the proposed Industrial Accelerator Act (IAA), recognising its potential to stimulate demand for low-carbon and circular products and encourage industrial investment in Europe. To deliver on these objectives, the proposal requires greater clarity on key concepts and implementation mechanisms. As such, Cefic calls for clearer, more predictable and workable rules that strengthen competitiveness, maintain openness to trusted partners, and complement broader reforms on energy, costs and regulation.
Recommendations
• Develop a structured pathway for the chemical sector by clarifying the scope and timing of delegated acts and basing any demand-creation measures on robust preparatory studies and stakeholder consultation.
• Provide greater legal certainty and coherence by clarifying definitions, implementation requirements and the interaction with existing EU legislation, while ensuring consistent application across Member States.
• Ensure competitiveness and openness by designing “Made in Europe” criteria that maintain access to trusted partners on the basis of full reciprocity and robust verification of low-carbon and sustainable carbon claims for imports.
