Summary

In this position paper, Cefic tackles the issues of reliability and efficiency in European rail freight services, which are essential for the chemical industry. Despite a commitment to making optimal use of rail freight, the sector struggles with reliability, lagging behind road transport, hindering further modal shift opportunities. Cefic makes recommendations to improve the effectiveness of rail freight quality management, including a uniform punctuality Key Performance Indicator (KPI) along the entire rail transport chain, proactive communication on delays to facilitate adequate contingency plans, and improved cross-border interoperability. The association supports strengthened roles for Rail Freight Corridors (RFCs) to enhance governance, infrastructure, and contingency measures post-Rastatt incident, ensuring a more reliable European rail freight network.

Cefic calls for:
  • Implementing a uniform punctuality KPI to monitor and improve rail freight’s reliability, and increasing proactive communication on delays in the transport chain.
  • Enhancing cross-border interoperability by standardising procedures, language, and making use of modern technologies.
  • Strengthening and empowering Rail Freight Corridors (RFCs) to lead and implement changes necessary for creating a Single European Railway Area.
