Brussels, 25 June 2025 – The Clean Industrial State Aid Framework (CISAF), published today by the European Commission, is a key milestone in delivering a competitive industrial policy for Europe and enabling the transition to climate neutrality. With practical measures like electricity price relief for energy-intensive industries and support for their decarbonisation, CISAF is a concrete response to the very clear call made by Europe’s industrial leaders: restore the business case for investments in Europe.
“Together with many other industry CEOs, we’ve been concerned about Europe’s industrial future: Energy prices in Europe remain uncompetitive, but the CISAF is a real step in the right direction. The Antwerp Declaration was a wake-up call. With the Clean Industrial Deal, the Commission showed that it is listening — with the Affordable Energy Action Plan first, and CISAF now, that it is acting. For our industry, which supports 1.2 million jobs and is essential to Europe’s transition to climate neutrality, the CISAF offers practical and essential measures. It is a strong signal from the European Commission, particularly from Executive Vice President Ribera, to the industry. We now urge all Member States for its immediate implementation”
Ilham Kadri, President of Cefic and CEO of Syensqo.
From Declaration to Delivery
The Antwerp Declaration called for a robust industrial deal. With CISAF, the European Commission delivers a key piece of that promise. The next step lies with Member States, who must now use these tools effectively — and without delay — to help secure Europe’s industrial future.
