Cefic publishes 10-Point action plan to simplify REACH

Cefic has published its 10-point action plan aimed at simplifying REACH, the EU’s flagship chemicals legislation. As the European Commission prepares for a “targeted revision” of REACH by the end of 2025, Cefic’s plan brings forward concrete proposals to simplify rules, streamline processes, and foster innovation, all while upholding robust standards for safety and environmental protection.
“Simplifying REACH is essential for Europe’s chemical industry to thrive while upholding safety and sustainability standards. Our action plan puts forward a proposal for a regulatory framework that reduces unnecessary complexity, fosters innovation, and ensures Europe remains a competitive hub for chemical manufacturing.”

Supporting a balanced and effective REACH revision
REACH has played a critical role in ensuring chemical safety in Europe, but its complexity and administrative burden have posed challenges for industry. Cefic’s action plan seeks to address these challenges by promoting an evidence-based, predictable regulatory environment that encourages investment and innovation.
Key highlights of Cefic’s action plan:
- Predictable and Evidence-Based Regulations: Advocating for well-defined rules with transparent timelines and decisions grounded in robust assessment.
- Avoid adding unnecessary burden for industry: avoiding unnecessary administrative requirements and leveraging existing legal mechanisms for chemical risk management.
- Improving Data Requirements and Processes: Emphasising the need for meaningful data requirements, efficient evaluation procedures, and the adoption of New Approach Methodologies (NAMs) for chemical safety assessments.
- Ensuring Fair Enforcement: Calling for a level playing field between EU and non-EU manufacturers.
