Global Product Strategy (GPS) 

 GPS is a voluntary initiative of the chemical industry to improve chemicals management worldwide. GPS builds on fully developed legislations such as REACH without additional constraints to promote the industry achievements through greater transparency and public access.

Consequently, for Europe, we should convey the following key messages:
1) GPS is an industry driven initiative to globally enhance the safe production and use of chemicals and thereby earn public trust in chemicals.
2) Very much inspired by REACH while having a stronger focus on the risk- based approach from step one, GPS is by construction compatible with REACH and it will reward the work done under REACH. Both data requirements and timing are in line; once a REACH registration dossier is completed the content of the dossier covers the required information for GPS. The increased transparency provided through GPS will amplify the benefits of the work done under REACH and contribute to building confidence in chemicals.

 Background about GPS

In 2006, at the first International Conference on Chemicals Management (ICCM-1), the chemical industry made a public commitment to enhance chemical safety all along (down) the value chain through the implementation of the Responsible Care® Global Charter and the Global Product Strategy.

Cefic, represented through the International Council of Chemical Associations (ICCA) and its members is committed to improving the chemical industry’s performance on chemicals management and product stewardship worldwide to ensure that chemicals in commerce are managed safely and in an environmentally sound manner throughout their lifecycle. These two initiatives represent the main contribution of the Chemical Industry to the UN-led Strategic Approach to International Chemicals Management (SAICM). A >substantial report on progress was presented at ICCM2 in Geneva in May 2009.

Implementation in Europe

 In the EU REACH became effective in June 2007 and companies are busy preparing for the assessment and registration of substances under REACH. The ultimate objectives of REACH and GPS are the same. However REACH requires a volume based risk assessment whereas GPS risk assessment is based on identified hazards and exposure levels. Cefic invites companies to use (leverage) the REACH Registration dossier for GPS. For the European Chemical Industry as a whole the increased transparency provided through implementation of GPS will amplify the benefit of REACH in terms of gaining public trust in chemicals. There is also added value beyond Europe:

  • Improved safety of chemicals in the global context by a mechanism for information sharing makes handling of chemicals safer, thereby increasing the credibility of the chemicals sector across the world
  • Furthermore, industry can show how information on chemicals can be generated and chemicals assessed. This should be a useful contribution from the chemical industry when considering new/changed regulations in countries across the world.
  • This could eventually result in more harmonised approaches around the globe.
